Women Harassment Prevention Cell (WHPC)
Harassment at work is violation of the fundamental rights of gender equality and the right to life and liberty, under Articles 14,15 and 21 of the constitution. It is also violation of fundamental right under Article 19 (1) (g) to practice any profession or to carry out any occupation, trade or business. Such violations attract remedy under Article 32 for the enforcement of fundamental rights of women.
In pusuance of the Supreme court Mandate, Blue Mountains college of Teacher Education, Dehradun, has constituted women harassment Prevention cell (WHPC) in order to deal with complaints of harassment of females (employees as well as students) within and outside the college campus.
Harassment Defined-
Any unwelcome sexually determined behavior (Physical, verbal or any other form) which violates women’s dignity and interferes with her ability to operate freely at work (or on campus) will come under the purview of harassment. It is also inclusive of gender based discrimination.
Approach-
Any women employee academic/non-academic (including contractual, casual and temporary) and a female student of BMCTE can approach the cell.
Procedure to be Followed-
Any complaint of gender discrimination/sexual harassment may be dropped in ‘Complaint Box’ available in the college or can directly be forwarded to the ‘Convener’ of WHPC at Blue Mountains College of Teacher Education. The name of the complainant will be kept CONFIDENTAL.
Functioning of the Cell-
- Complainant will have to submit a written and signed complaint addressed to the convener of the cell.
- Convener will hold a personal meeting with the complainant within 7 days from the submission of the complain.
- Members of the cell will discuss the complaint.
- If the complain fall outside the purview of the cell, the complainant will be informed through appropriate authority.
- If the case comes under the purview of the cell an enquiry committee will be setup under the guidance of the principal. The committee will submit a report and recommend the nature of the action to be taken at the earliest by the appropriate authority.
